Representatives from dozens of contractor companies participate in the U.S. Army Corps of Engineers Baltimore District and Letterkenny Army Depot Industry Day at Morgan State University in Baltimore, Oct. 15, 2025. The event featured eight LEAD construction projects for fiscal years 2026-27, with emphasis on the Component Rebuild Shop — a maintenance and manufacturing facility where worn or damaged military equipment components are systematically broken down, refurbished and reassembled to extend the service life of critical Army assets. USACE briefed attendees on the Design Build to Budget acquisition strategy, also known as Design Build Done Right, an innovative approach that sets a firm budget constraint from the outset and empowers contractors to propose creative design solutions that maximize performance and quality within that fixed cost framework. Industry Days are essential engagement opportunities where USACE shares project details with potential contractors before formal solicitation, promoting transparency, encouraging competition and allowing industry to provide valuable feedback that shapes acquisition strategies. Morgan State University, a valued partner in USACE's commitment to community engagement and workforce development, hosted the event and facilitated networking between industry professionals and engineering students. Following the presentation, attendees participated in an extensive question-and-answer session with USACE staff.
