National Park Service personnel prepare to begin the exercise by closing off 17th Street during the annual readiness exercise at 17th Street and Constitution Avenue, September 25, 2025. The closure system, completed in 2013, can be fully deployed in preparation for high water events as part of the larger Washington, D.C., Flood Risk Management Project and is federally operated and maintained by the National Park Service.
