Brad Collins, commander, Navy Region Hawaii, speaks with Maileann Ah Mook Sang-Frank, the Regional Dispatch Center (RDC) manager assigned to Commander, Navy Region Hawaii’s (CNRH) Emergency Management Department, during a tour of the RDC on Joint Base Pearl Harbor-Hickam, Sept. 3, 2025. The Emergency Management Department is a prepared, responsive, and reliable component of the installation that ensures readiness of shore-based Navy personnel and government civilians by coordinating safety practices, managing crises, and building resilience to respond to all hazards. Navy Region Hawaii is the regional coordinator for all shore-based Navy personnel and shore activities in Hawaii, and its mission is to support the readiness of the fleet and warfighters.
