NEWPORT, R.I.— U.S. Naval War College (NWC) Dean of International Programs Robert Winneg delivers a keynote address during a welcome reception for international students onboard Naval Station Newport, Rhode Island, Aug. 12, 2025. NWC International Programs are designed to build trust, confidence, and cooperation between American and international officers while building enduring friendships and partnerships among students and their families. NWC curriculum equips these officers with skills necessary to plan, prepare and execute complex and combined maritime operations. Established in 1884, NWC informs today’s decision-makers and educates tomorrow’s leaders by providing educational experiences and learning opportunities that develop their ability to anticipate and prepare strategically for the future, strengthen the foundations of peace, and create a decisive warfighting advantage.
