U.S. Air National Guard Brig. Gen. David Cochran, Assistant Adjutant General, pins the Distinguished Flying Cross “DFC” with “C” Device on Master Sgt. Keith McGraw, Phoenix Raven, assigned to the 130th Airlift Wing, Charleston, West Virginia, Aug. 3, 2025. McGraw was awarded the DFC for his distinctive heroism and extraordinary achievement while participating in aerial flight on August 30, 2021 in and over Kabul, Afghanistan in support of Operation Allies Refuge. Operation Allies Refuge was the largest non-combatant evacuation operation in American history where more than 120,000 Afghan citizens were assisted by Airmen.
