U.S. Marine Corps Brig. Gen. David C. Hyman, the commanding general of Marine Corps Recruit Depot San Diego, thanks U.S. Army Maj. John Spangler, the Deputy Secretary for Legislation and Government Relations at the California Department of Veterans Affairs, for his service as a U.S. Army Soldier and U.S. Marine at MCRD San Diego, California.
