At the Ukraine Recovery Conference in Rome on July 10, U.S. Army Corps of Engineers, North Atlantic Division Commander Brig. Gen. John Lloyd and Major Gen. Oleksandr Yakovets, Head of the Administration of the State Special Transport Service of Ukraine, signed a Memorandum of Cooperation outlining a ten-year partnership between USACE and the SSTS.
