Secretary of Defense Donald H. Rumsfeld and Air Force Gen. Richard B. Myers, chairman of the Joint Chiefs of Staff, place a memorial wreath at the Arlington National Cemetery monument to the 184 victims of the Sept. 11, 2001, terrorist attack on the Pentagon. The Sept. 11, 2003, ceremony began with a moment of silence at precisely 9:37 a.m. -- the time at which American Airlines Flight 77 impacted the southwest side of the building.
