U.S. Secretary of Defense Donald H. Rumsfeld addresses about 500 U.S. Joint Task Force Bravo troops during an Aug. 20 visit to Soto Cano, a Honduran air base. After the troop visit, Rumsfeld flew to Tegucigalpa, Honduras' capital city, to meet with President Ricardo Maduro Joest and other senior officials. Rumsfeld was finishing up a two-day trip to Latin America, which he kicked off with an Aug. 19 visit to Bogota, Colombia, to discuss that nation's fight against narcoterrorists and insurgents.
