Brandon Leonard, Transportation Security Administration K-9 training instructor, and his dog, Eliot, search cargo during an explosive substance detection study, June 2, 2025, at Joint Base San Antonio-Lackland, Texas. The study confirmed that canine teams can effectively screen specific cargo configurations in operational environments, including variations in cargo height. These scientifically validated results will inform updates to regulatory documents governing TSA’s Third-Party Canine – Cargo Program, ultimately improving program effectiveness and enhancing international air cargo security.
