U.S. Marine Corps Col. James D. Fleming (left), commanding officer, and Sgt. Maj. Rich Vasquez, command senior enlisted leader of Marine Air-Ground Task Force 25, attend a wargame during Integrated Training Exercise 3-25 (ITX 3-25), Marine Corps Air Ground Combat Center, Twentynine Palms, California, June 7th, 2025. This wargame is an exercise in the formal Marine Corps Planning Process, which at this stage focuses on problem framing, Course of Action (COA) development, and COA completion. These MAGTF Marine Corps leaders are implementing a COA that focuses on parts of the battlefield by phases. As they implement their COA, the enemy (labeled the "Red Cell") reacts according to the friendly force's COA. This exercise helps the Marines identify weaknesses and points of friction; these lessons are used to refine the plan and implement it again with improvements. The plan is continuously refined and developed until orders are developed.
