Katie Leitch, planning specialist and emergency management accreditation program, North Dakota Department of Emergency Services, describes the Incident Command System organizational structure during the Lignite Coast Tabletop Exercise as Benin was applying its National Contingency Plan, ¬¬Grand Popo, Benin, May 13, 2025. The NDNG, NDDES, and agencies from Benin took part in the exercise from May 12-16 with a focus on implementing the National Contingency Plan. The NDNG and Benin are state partners in the State Partnership Program and have continuously conducted knowledge exchanges like this emergency management exercise for more than 10 years.
