    Federal Emergency Management Agency (FEMA) personnel assist local residents at the Fort Tilden Army Reserve Center in Breezy Point, N.Y., in the wake of Hurricane Sandy. Federal, state and local agencies have occupied the center since the superstorm devastated Breezy Point and its neighboring communities in late October 2012.
