Capt. Alfred Owings, officer in charge of Navy Environmental Preventive Medicine Unit Two, stands at attention as his family replaces his old insignias with his new insignias during his promotion ceremony on Sep. 6, 2024. Owings was promoted to the rank of Captain and recited the oath of service. Capt. Marion Gregg, commander, Navy and Marine Corps Force Health Protection Command, and director, Defense Center for Public Health Portsmouth, presided over the ceremony which was held at the command located on Naval Base Norfolk in Norfolk, Virginia.
