    Newly promoted Brig. Gen. Michael Stencel recites the officers oath, administered by Maj. Gen. Raymond F. Rees, adjutant general, Oregon, during a promotion ceremony today at the Anderson Readiness Center in Salem, Ore. Stencel is now the assistant adjutant general (Air) for the Oregon National Guard. Prior to this position, he was the commander of the 142nd Fighter Wing, based in Portland, Ore.
