Rich Neely, the 40th Adjutant General of Illinois, with the Distinguished Service Medal during a retirement ceremony immediately following the change of command May 4 at Glenwood High School in Chatham, Illinois. Neely relinquished command of the Illinois National Guard to Maj. Gen. Rodney Boyd and retired after 40 years of military service.
