New DCSA Director Focuses on Future Capabilities at Insider Threat Analyst Forum

Defense Counterintelligence and Security Agency (DCSA) Prevention, Assistance and Response (PAR) coordinators are pictured with Department of Defense (DOD) Insider Threat Management and Analysis Center (DITMAC) Director James Shappell, center, at the inaugural "Insider Threat Analyst Forum" in Arlington, Va. The PAR coordinators are among 160 representatives from 30 DOD insider threat components attending the two-day conference, concluding April 9. Standing left to right are William Furmanski (Joint Base Anacostia-Bolling); Scott Hudak and Katherine Diaz-Calloway (Joint Base McGuire-Dix-Lakehurst), Shappell, Matthew Speidel (Naval Station Norfolk), Hector Lopez (Joint Base San Antonio) and Cameron Cooper (Joint Base Pearl Harbor-Hickam).

DCSA's PAR professionals support commanders and equivalent civilian leaders on military installations by conducting threat assessment and management, primarily focused in the area of workplace violence. They apply a multidisciplinary approach through collaboration with trained professionals, integrated prevention experts, and key stakeholders to develop tailored risk assessments and mitigation strategies while leading PAR programs at 12 joint bases or regions and five service specific military installations.

The coordinators engaged at the forum with insider threat professionals, including experts from various disciplines who presented briefs related to the critical pathway to insider risk, potential risk indicators, and personnel security adjudicative standards. The experience and knowledge shared at the event culminated in tabletop exercises where participants applied concepts to real-world scenarios. Participants also took advantage of the opportunity to network while sharing information and discussing emerging capabilities, tools and processes within the insider threat community. "We hope these technical and tactical efforts and details will help enhance your analytic tradecraft upon return to your duty location," Shappell told participants.
