    YOKOSUKA, Japan (April 12, 2024) — A team of Shimoda City’s Tourism Exchange Division,
    including Mayor Shoichiro Matsuki, center left, pose for a group photo with the Yokosuka’s U.S.
    Navy leadership during an office call. The City has annually held the Black Ship Festival, for
    which Yokosuka Sailors have provided long-standing support, to commemorate the arrival of
    Commodore Matthew Perry and his Black Ship fleet to Japan. Under the Japan-US Treaty of
    Peace and Amity subsequently closed in 1854, Shimoda was opened to the use of American
    vessels, marking the beginning of Japan-U.S. diplomacy. The 85th Black Ship Festival, also
    marking the 170th anniversary of Perry’s visit, is slated to be held from May 17 through 19 this
    year. For more than 75 years, CFAY has provided, maintained, and operated base facilities and
    services in support of the U.S. 7th Fleet’s forward-deployed naval forces, tenant commands, and
