PHILADELPHIA - Chief of Naval Operations Adm. Lisa Franchetti witnesses the pouring of the aft outer structure of the future Columbia-class ballistic-missile submarine USS Wisconsin (SSBN 827) during a tour of Naval Foundry and Propeller Center (NFPC) in Philadelphia, Feb. 22.
