On Jan. 18, 2024, Capt. M.W. Meno presented UT2 Richard Robledo with a Navy and Marine Corps Achievement Medal at quarters for muster for professional achievement in the performance of his duties. As the central tool room custodian for Naval Construction Group One (NCG-1) from December 2020 to January 2024, Petty Officer Robledo skillfully led 19 military and civilian personnel who managed and inventoried 1,061 line items of non-civil engineering support equipment table of allowance used to support six subordinate units during their field training exercises. Petty Officer Robledo ensured they had the tools necessary to complete complex engineering tasks throughout the Pacific theater of operations. Petty Officer Robledo’s exceptional professionalism, unwavering perseverance, and loyal dedication to duty reflected credit on him and were in keeping with the highest traditions of the United States Naval Service. Quarters for muster, instruction, and inspection is the time Navy commands set aside to communicate face-to-face for accountability, impart information, recognize good performance, and conduct routine inspections. NCG-1 operates from Port Hueneme, California, and serves as the Immediate Superior in Command (ISIC) for its assigned forces. NCG-1 leads and manages the overall capability and readiness of Naval Construction Regiments (NCRs), Naval Mobile Construction Battalions (NMCBs), Construction Battalion Maintenance Units (CBMUs), and Underwater Construction Teams (UCTs). NCG-1 is responsible for manning, training, equipping, and deploying combat-ready Naval Construction Force (NCF) units in support of combatant commanders (CCDRs) and Navy component commanders (NCCs). NCG-1 provides program management and oversight in support of subordinate units and supports the Navy Expeditionary Combat Enterprise Force Development efforts. NCG-1 provides the required engineering support that the Navy and nation need to construct and maintain base facilities, repair battle-damaged facilities, conduct defensive operations as required, and meet disaster preparedness and recovery missions.
