U.S. Air Force Lt. Col. Joshua Carter, the director of the 174th Operations Support Squadron's commander's action group, is presented with the New York State Medal for Valor during an award ceremony at Hancock Field Air National Guard Base in Syracuse, NY, Nov. 8, 2023. Carter received the award for his life-saving actions while responding to a car accident last year. Maj. Gen. Raymond Shields, the adjutant general for the State of New York, and Maj. Gen.
