    Ms. Cassidy Scarborough serves as an example of someone who entered the USAF through the Palace Acquire (PAQ) Intern program and has since had a tremendous impact on every unit she’s served in. From her first days in the Air Force, Scarborough hit the ground running and has continued to excel in her contributions to the CE Enterprise ever since. She’s intelligent, innovative, highly motivated, and will one day be a senior leader within the CE community. Scarborough served her first two years as a PAQ in the 97th Civil Engineer Group at Altus Air Force Base, Oklahoma. She earned Distinguished Graduate honors at CE tech school (WMGT 101) and immediately took the helm of program development, where she personally identified and corrected 829 different projects with over 5,124 errors in TRIRGA. During her tenure, she standardized processes for data entry and established a checklist and standardized format for documenting projects resulting in a best practice at AFCEC. Her superior documentation of project data led to highly successful advocacy at the 2019 BCAMP briefing to AETC which resulted in Altus capturing $21M in Air Force Civil Engineer Center funding (30% of AETC’s funds for FY21 and more than any other base in AETC). She was then placed into a GS position at Beale Air Force Base, California, as a Lead Project Programmer and was dual-hatted as a Project Manager. During her time there, she programmed 29 projects worth $400M, garnering two projects and four charrettes worth $19.2M on the FY22 CTO as well as four UPL projects worth $19.8M. She also navigated new validation tools to clear $140M worth of projects through the CPP vector check processes, processed four HHQ approval packages worth $14.5M, successfully garnered approval and funding of two projects worth $3.3M through the ERR program, and trained and tasked four new programmers, two LTs, one PAQ, and one contractor. On top of it all, she oversaw a $2.7M Design-Build project to provide resiliency for a DoD Level critical asset. Scarborough was then assigned to her current position as a Project Management Team Lead in the 96th Civil Engineer Group at Eglin Air Force Base, Florida. She supervises a team of six project managers currently responsible for 60 projects worth $15.8M across the installation. Last year, she and her team oversaw 127 projects worth $36.6M meeting or beating their deadlines 93% of time and earning herself honors as the group’s Category II Civilian of the Year for 2022. She also serves as a SAPR training facilitator and leads the Flight’s “Booster Club” equivalent for civilians.
