Joseph Dransfield, Pacific Partnership 2023 deputy mission commander, gives opening remarks at a Basic Life Support course taught by the Armed Forces of the Philippines medical service members at the Headquarters Coast Guard District Northwestern Luzon, Aug. 24. Now in its 18th year, Pacific Partnership is the largest annual multinational humanitarian assistance and disaster relief preparedness mission conducted in the Indo-Pacific.
