TUY HOA, Vietnam (Aug. 12, 2023) – U.S. Army National Guard Lt. Col. Evan Hessel, Pacific Partnership 2023 Humanitarian Aid and Disaster Relief (HADR) lead, thanks the staff and students of the Mien Trung University of Civil Engineering before presenting a plaque in the shape of Hessel’s home state of Oregon, at the conclusion of a Pacific Partnership 2023 HADR symposium held at Mien Trung University of Civil Engineering, Aug. 12.
