Secretary of the Navy Carlos Del Toro (left), congratulates retired U.S. Navy Capt. Del Toro spoke during the award ceremony, which upgraded Williams’ Silver Star to the Navy Cross, emphasizing his heroism and courage while fighting seven Soviet MiG-15's for more than 30 minutes with only his wingman. “At that time the MiG-15 was the best fighter airplane in the world,” Williams stated. Williams utilized the maneuverability of his Grumman F9F Panther, the only aspect of the air-to-ground aircraft that could compete with the MiG, to stay out of their fire while destroying four aircraft. “Freedom does not come cheap,” Del Toro said. “It comes through the sacrifice of all those who have and continue to serve in today’s military.
