SOUTH CHINA SEA (Sept. 23, 2022) Electronics Technician 3rd Class Kyra Citizen, from San Diego, receives oleoresin capsicum (OC) spray as part of Security Reaction Force Basic training on the flight deck aboard Arleigh Burke-class guided-missile destroyer USS Higgins (DDG 76) while conduction routine operations in the South China Sea, Sept. 23. Higgins is assigned to Commander, Task Force 71/Destroyer Squadron (DESRON) 15, the Navy’s largest forward-deployed DESRON and the U.S. 7th fleet’s principal surface force.
