MANILA, Philippines (Sept. 16, 2022) Sailors lower a rigid-hull inflatable boat during seamanship training aboard Arleigh Burke-class guided-missile destroyer USS Higgins (DDG 76) while conducting small boat operations in Manila Bay, Sept. 16.
