(March 19, 2022) Chief Fire Controlman (Aegis) Caleb Phipps, a native of Hutchinson, Kan., assigned to Combat System Engineering Development Site, serves as an observer during a physical training drill performed by the Passaic High School Navy Junior Reserve Officers Training Corps (NJROTC) cadets at Rancocas Valley Regional High School, Mt.
