Naval Support Activity Panama City hosted Acting, Assistant Secretary of the Navy (Energy, Installations and Environment) Todd Schafer, June 3. During the visit, the acting secretary presented a Sailor and civilians aboard the installation with a commander’s coin for their safety achievements in reporting good catches and preventing mishaps. Naval Facilities Engineering Systems Command Site Safety Manager Michael Young was recognized for maintaining an impeccable safety record for the Public Works Department Panama City. After Hurricane Michael struck the base in 2018, the department executed more than 700,000 contractor man-hours and more than 443,000 government employee man-hours totaling 1.1 million hours. Young’s oversight and effective Near-Miss Safety Program resulted in a Zero Days Away, Restricted or Transferred rate – an OSHA calculation that measures an organization’s safety record.
