Maj. Gen. Mark Palzer, outgoing commander of the U.S. Army Reserve’s 99th Readiness Division (left), receives the unit colors from Command Sgt. Maj. Maj. Gen. Rodney Faulk took command as Palzer retired after a 39-year Army career.
