Lt. Col. Robin B. Stilwell, chief of Staff and commander of troops for Kosovo Force 16, presents the NATO colors to Col. Jeffrey J. Liethen, Col. Waymon B. Storey III and Maj. Gen. Volker Halbauer during a Transfer of Authority ceremony at Camp Bondsteel Saturday. During the ceremony Halbauer formally turned the troops that fall under all of multinational battle group- east's territory over to Storey.
