Daniel Barbadillo, an extraction Marine with Initial Response Force, how he will repel down two stories to rescue a stranded victim from a ledge and get them safely to the ground. The FDNY has been involved in training the Marines and sailors of CBIRF since 1997, when Chief Raymond Downey helped expand CBIRF's technical rescue platform.
