Lt. Gen. Thomas D. Waldhauser (center), outgoing commander of Marine Corps Forces Central Command and I Marine Expeditionary Force, relinquishes I MEF to Lt. Gen. John A. Toolan, Jr. (left), during a change-of-command ceremony at Camp Pendleton, Calif., Sept. 7. Lt. Gen.
