Massachusetts Air National Guard Master Sgt. Carlos Alicea (right) translates information about the "Bambi Bucket" system into Spanish as he talks with Paraguayan Air Force helicopter pilots, who also use a similar aerial water delivery system, Aug. 28, 2012, on the Massachusetts Military Reservation. Five Paraguayan air force pilots were in Massachusetts as part of the National Guard State Partnership Program, a 20-year-old program that partners states with countries around the world to facilitate cooperation across all aspects of civilian-military affairs and encourage people-to-people ties at the state level.
