Members of the Diyala provincial council and government, the Iraqi Army, Iraqi Police, the Diyala Provincial Reconstruction Team and the U.S. Department of State share a feast after governor Ra'ad Hameed Al-Mula Jowad Al-Tamimi delivered the first ever "State of the Province" address to more than 100 spectators at the Blue Dome facility in Baqouba, Iraq, Nov. 20. During his speech, the governor stressed the need for reconciliation of all parties in Diyala province, which is home to Sunni, Shia and Kurds.
