Foster was assigned as the ninth commanding officer of the installation. Foster was most recently the Officer Engineering Training Director for Naval Surface Warfare Schools Command in Newport, Rhode Island. Prior assignments include: Material and Maintenance Officer (N4) Commander Destroyer Squadron Fourteen and Production Officer South East Regional Maintenance Center.
