Brig. Gen. Mark Stoppel, chief of staff of the Army National Guard, congratulates Sgt. Mathew Howard, National Guard Non-commissioned Officer of the Year from Arkansas National Guard, after he receives the Meritorious Service Medal during the Outstanding Soldiers of the Year luncheon. The luncheon was part of a week long visit for the Best Non-commissioned Officer of the Year, the Best Soldier of the Year, the Best Recruiter of the Year and a member of the Best Ranger Team in the Army National Guard, to Washington, D.C., where they will also visit the White House, Pentagon, and Arlington Cemetery receiving awards and recognition from high-ranking enlisted and commissioned officers of the National Guard.
