    A vessel has partially sunk or capsized at a dock, with its hull and superstructure submerged or tilted into the water. A dark oil or fuel slick is visible on the water surface surrounding the sunken vessel. An orange containment boom has been deployed around the area to prevent the spread of petroleum contaminants.
