Maj. Gen. Lapthe C. Flora, commanding general, Combined Joint Task Force-Horn of Africa (CJTF-HOA), delivers a speech to U.S. Army soldiers of the East Africa Response Force (EARF) during a brief at Camp Lemonnier, Djibouti, Aug. 28, 2020. The EARF, which is composed of soldiers from Troop C, 2-106 Cavalry Regiment, 33rd Infantry Brigade Combat Team, Illinois Army National Guard, is responsible for providing combat-ready rapid deployment capabilities to support crisis operations on the African continent.
