Outgoing garrison commander Col. Stephen C. The ceremony took place on July 9, in the Lock and Dam Lounge, in Building 60, during a minimally attended virtual change of command ceremony at Rock Island Arsenal, Illinois. Marr held the position since June 20, 2018, he moves on to take on a new assignment overseas.
