PORTSMOUTH, Va. (June 25, 2020) – Cmdr. James Rapley, Continuity of Psychiatric Care (CPC) department head, Rhonda Burrell, CPC psychiatric technician, and Shirley Moone, CPC program manager, cut the ribbon for the opening of the new Fisher House garden Jun. 25.
