A U.S. Navy guided-missile cruiser bearing hull number 60 is underway in a harbor or coastal waterway, with sailors manning the rails in dress whites along the full length of the ship. A red tugboat with the letter 'M' is visible alongside the vessel's stern, likely providing assistance during the transit. Multiple flags are flying from the ship's mast, suggesting a ceremonial departure or arrival.
