Rear Adm. Jamie Sands, commander, Naval Service Training Command (NSTC), speaks to Sailors from Recruit Training Command (RTC) at an off-base facility used for a restriction of moment (ROM) for recruits prior to entering boot camp. RTC is conducting the initial 14-day ROM in an off-site facility, which provides rooms with a small number of recruits, reducing the risk of spreading the COVID-19 virus amongst them should any individual be infected.
