Carl Council, a Chemical, Biological, Radiological and Nuclear specialist assigned to I Corps (Forward) at Camp Zama, Japan, looks at a photo taken in 2011 when Council, then a private first class, was mobilized to take part in Operation Tomodachi, a disaster relief operation conducted in the wake of the Great East Japan Earthquake and tsunami, which struck 70 kilometers east of the Oshika Peninsula on March 11, 2011.
