Submarine Learning Facility (SUBLRNFAC) holds a change of command in Norfolk, Va., Jan. 9, 2020. During the ceremony, Cmdr. Richard Betancourt relieved Cmdr. Leighton Pitre as commanding officer. SUBLRNFAC was established in April 1989 in an effort to establish ready, relevant learning and training of Submarine Force Sailors to increase performance and fleet readiness.
