U.S. Sen. Tom Carper of Delaware renders a salute during a change of command ceremony for Pre-Commissioning Unit (PCU) Delaware (SSN 791) held at Naval Station Norfolk in Norfolk, Virginia, Nov. 8, 2019. During the ceremony, Cmdr. Matthew Horton relieved Capt. Brian P. Hogan as commanding officer of PCU Delaware. The 377-foot long, 7,8000-ton Delaware is a Virginia-class fast-attack submarine and is scheduled to be commissioned in the spring of 2020.
