Aviation Ordnanceman Chief LaChanda E. Parker, a Recruit Division Commander at Officer Training Command, Newport (OTCN) in Rhode Island passes out the anchor pins to Officer Candidate School (OCS) class 04-20 as they reached their milestone as junior candidate officers on Oct. 18, 2019. OCS develops civilians and fleet Sailors into newly commissioned officers morally, mentally, physically and imbue them with the highest ideals of honor, courage and commitment in order to prepare graduates for service in the fleet as Naval officers.
