Michigan National Guard recruiter Staff Sgt. Richard Arter takes a moment to remember the details of a highway accident involving a Michigan family coming home from vacation. Arter was a first responder, actively directing other emergency personnel while extracting a three-year old girl from the back seat of a crashed vehicle.
