Groton, Conn.- Personnel from the Naval Submarine Base New London Public Works Department work with Sailors from USS Billings (LCS 15) to secure a brow to the ship's flight deck after mooring to the pier. USS Billings left it's homeport of Naval Station Mayport to avoid Hurricane Dorian.
