Assistant Secretary of the Navy for Manpower and Reserve Affairs Juan M. Garcia presents the first place trophy to Carlos Mongui, 18, commanding officer of the NJROTC unit at Flanagan High School, Pembroke Pines, Fla., during the awards ceremony for the 2012 Navy JROTC Nationals. The two-day event, held April 13-14, at Naval Air Station Pensacola, included an academic examination, personnel inspections, armed and unarmed drill competition, and athletics.
